If your Facebook and Instagram ads used to work and now feel expensive and slow, you are not imagining it. Meta has rebuilt the way it decides which ad to show to which person, and many of the "best practices" advertisers in Dubai and across the UAE still follow are now working against them.
This guide explains Meta's Andromeda system in plain language, and what to change in your campaigns.
What is Meta Andromeda?
Andromeda is Meta's ad retrieval engine: the first step that picks a short list of ads that could be shown to a person, out of millions of possible ads, before the auction decides the winner.
The big shift is how it picks. Instead of leaning mostly on the audience settings you choose (age, interests, small locations), Andromeda leans much more on the ad creative itself: the video, image, text and offer. It "reads" your ad and works out who is most likely to respond.
In short: your creative is now your targeting.
What this means for your campaigns
1. Narrow targeting often raises costs
Every filter you add (a language, a tiny radius, a narrow interest, one placement only) shrinks the pool Meta can search. A smaller pool means more competition for the same people and less data to learn from. The usual result: a high cost per 1,000 views and very few conversions.
2. Broad audiences and Advantage+ work better than before
Advantage+ audience lets Meta treat your age, gender and interest settings as suggestions instead of hard rules. Advantage+ placements let it show ads on Facebook, Instagram, Messenger, WhatsApp Status and partner apps, wherever results are cheapest. With Andromeda, these settings usually beat hand-built audiences.
3. Creative variety matters more than ad set count
Because Andromeda matches people through creatives, one ad set with several different creatives often beats many ad sets with one creative each. "Different" means different hooks, formats and angles, not the same video with a new colour.
4. Fewer, bigger ad sets learn faster
Splitting a small budget across many ad sets means none of them gets enough results to exit the learning phase. Consolidating gives Meta more signal and more stable delivery.
What about location limits?
Many UAE businesses only want customers in one emirate. You can still do that with broad delivery: use a few large location circles plus exclusion zones along the borders you do not want to cross, instead of many tiny circles. The audience stays large enough for Andromeda to work, and your ads stay where your customers are.
A real example
We recently rebuilt a click-to-WhatsApp campaign for a medical and dental center in Dubai. The original setup had tight circles, a language filter and Instagram-only placements: about 348 AED spent, zero WhatsApp chats, and 65 to 74 AED per 1,000 views.
After switching to Advantage+ audience and placements, large circles with border exclusions, and fixing the WhatsApp message flow, the cost per 1,000 views dropped to 19 to 30 AED, and the first conversations arrived within 24 hours.
A quick Andromeda checklist
- Turn on Advantage+ audience and keep age and gender as suggestions where you can.
- Use Advantage+ placements unless you have a strong reason not to.
- Remove filters your creative already handles, such as language.
- Run 3 to 6 genuinely different creatives per ad set.
- Use fewer ad sets with enough budget to learn.
- Use exclusion zones instead of tiny circles to stay inside one city.
- Judge changes over 2 to 3 days, not hours.
